Government Response to Wolf Review – May 2011
This 20 page document highlights the Government’s intention to ‘take action on all of Professor Wolf’s individual recommendations’.
‘Young people should be able to take courses which provide them with the skills they need to progress into employment’. Well noone could argue with that – but the devil will be in the detail.

Interesting comment about perhaps fully funding GCSEs for 19-24 in the future. Functional Skills doesn’t get much of a mention, but the confirmation of it replacing Key Skills for apprentices next year suggests it’s still on the agenda.
Much interest and concern about the wholehearted approval (and further tinkering with) GCSEs. So what’s in store for the students who can’t or don’t want to? We’re wondering whether Functional Skills might go at Level 2, and whether there might be mnore changes to Entry FS?

Well – it will be interesting to see if the Report on the Functional Skills Pilot will have any impact alongside the response to Wolf – there is much to learn from it. What needs to be asked is whether GCSE is the best option for all learners. Functional Skills may not be perfect but are they a more suitable choice for some of our learners? For example – is a L1 pass in Skills maths equivalent to a D/E GCSE in terms of what it says about what the learner can do?
